Many land-grant institutions bowed to populist demands to keep admission standards low and to admit almost any student. At the same time, most institutions attempted to seek the ideal of a university. As demand grew, many students who perhaps were not ready for a university education failed their courses and dropped out. Attrition rates at most state universities were extremely high. The University of California and a handful of other public universities took a different route. Three factors explain the University of California’s particular path.
38 Sacramento lawmakers passed a bill to provide greater flexibility for local government to institute taxes for high schools, largely helping the urban communities in and around San Francisco, Sacramento, and Los Angeles. But it would not be until 1903 that state funds, the largest source of funding for schools in an era when the state collected most property taxes, could be used to operate public secondary schools.
