Education, knowledge and the state 25 By the mid- or late twentieth century, we argued, the balance between inwardness and outwardness was shifting towards the latter and was leading to a new form of control of professionals – what Bernstein refers to as genericism. Genericism refers to the process of giving precedence to procedures and criteria that are not specific to individual occupations, disciplines or fields of study. Generic criteria invoke the needs of consumers and customers; however, in practice generic procedures and criteria always tend to be generated by governments and their agents.

Though on the surface Hirst provides a rationale for the traditional form of the curriculum and in effect offers a means for dividing up that curriculum into discrete subjects, he was clear that this was not what was intended. Six curriculum discourses 33 What he sought to do was to provide a logical foundation for a rational curriculum so that such a curriculum was ‘based on the nature and significance of knowledge itself, and not on the predelictions of pupils, the demands of society, or the whims of politicians’ (Hirst, 1974: 32).

The history of this expansion up to now has involved two struggles: one over extending access to education to an ever wider public and one over the nature of the education that was provided. In England most of the efforts of the left and labour movements and indeed Labour governments in the past, have been directed to the former struggle. However, the present government is not driven by a popular movement demanding expansion, let alone one that challenges the nature of the education provided; it is driven largely by its own goal of overcoming what it sees as the ‘conservatism’ of educational institutions – another form of social inclusion!
