It appears that many of the statements made by Councill in this letter were designed to gain the resources that were needed for the education of African American citizens in the state of Alabama and to protect them from those Whites who would do them harm.

City School, 1902) Because of Mr. Councill’s continuing involvement in area educational circles, it was not surprising that three of the four early principals at the Tuscumbia Colored Public Colored School—from 1889 to 1920—were graduates of the Alabama A & M Institute where Mr. Councill was president, namely, W. T. Breeding, G. W. Trenholm, and E. Z. Matthews. These three educators were probably recruited to the teacher training program at Alabama A & M, like many others, via one of the letters that President Councill used to recruit qualified students.

In 1922, Trenholm High School had its first group of students graduate with 4 years of high school, the first such group in North Alabama for African American students and the second in the state. Professional-development activities for teachers to improve their teaching methods were often conducted for school personnel in Tuscumbia and in neighboring towns under the leadership of principals and teachers from Trenholm High School. Trenholm High School had a fairly stable faculty. While some faculty members remained in the community for only a few years, others spent their entire teaching careers in Tuscumbia.
