Limitations to Principals’ Selection of Faculty Principals were not necessarily to blame for the patently unfair pattern of teacher quality. Although a senior district official told us that principals had “sole control” over the hiring of teachers who had satisfied the district-level screening, there were two exceptions to this: First, there was a desegregation requirement that between 24% and 36% of a faculty must be Black; second, it was mandated that district personnel decide where to assign “surplused” teachers (usually less experienced), who were released from a school when the student population had declined.
