By 1910 123 million photographs had been printed in France alone (with 33,000 workers employed in the industry) and today world-wide annual sales are measured in billions (Freund 1980: 99). By the turn of the century the range of applications of black-andwhite photography was virtually complete, although colour systems were slower to develop. Louis Lumière, pioneer of the cinematograph in the 1890s, invented the first popular colour system – Autochrome – which became available in 1907, and numerous inventors followed his example.

These developments took place in a very different world from that of the 1890s. Four aspects of the broader political and social change are particularly significant. Firstly, after the First World War the United States had risen to unquestioned world dominance as the richest and most powerful nation the world had ever known. Secondly, virtually everywhere in the world state power and bureaucracy had much increased. From the beginning, broadcast systems have been tightly regulated by the state, although their commercial exploitation has often been granted to big business.

After a number of demonstrations to learned societies, the first cinematograph screenings organized for a paying public took place in Paris on 28 December 1895, 30 and the cinema was born. But already by the early months of 1896 other European inventors working quite independently – particularly the Englishmen Birt Acres and Robert William Paul – had come up with equally valid solutions. Film was invented to record the world in movement, and during its early years it was little more than a curiosity, offering in a quite undifferentiated fashion everyday scenes and actualities, fragments of stage performance, conjuring tricks (the speciality of the magician Georges Méliès), and little staged outdoor scenes (the ancestor of which was Louis Lumière’s Watering the Gardener of 1895).
