Social benefits accrue to both regular and exceptional students in inclusive settings, among them an increase in advocacy and more tolerant attitudes. (p. 1) This is supported by another 2009 report from The Centre for Education Research and Policy (CERP) at Simon Fraser University. The report Disabled peers and academic achievement (Friesen, Hickey, & Krauth, 2009) stated that inclusion of special education students doesn’t affect classmates’ education: “…attending school with a higher percentage of students with learning disabilities or behavioral disorders has a small impact on the reading and numeracy test scores of non-disabled students.
Parents could see that although their children might now be getting an education, and that education was even part of the public system in most cases, it was usually in the original facilities begun by the parents. Their children were being kept apart from the rest of their peers. In essence, being educated in a separate system prepared students for a life of segregation – moving from special schools to sheltered workshops and group homes – not the inclusive future they had begun to dream about.
Within the work of the European Agency for Development in Special Needs Education, we hear, see and find that positive attitudes and a school ethos and culture of meeting diverse needs are the foundations of successful inclusion. Without positive attitudes amongst all school stakeholders, inclusion is an uphill battle.
