Most of the rooms are dark. One or two are well lit. When your child enters a bright room, he is filled with enthusiasm to explore. He remembers those bright rooms and develops a strong preference for them. Of course, the way you see it, he should be able to turn the lights on in any room, if only he would use the light switch.
