In order to maximize the effect, a major tactic from the start was to design the programme to be catalytic, so as to provide other, larger bodies with the arguments and methods to work for plant conservation. This first phase of the programme has been a success, because it has placed plants on the international conservation agenda. Three main factors lie behind this preliminary success; one, the programme was realistically formulated from the beginning, building on the principles of the World Conservation Strategy and using the lessons learned from previous programmes of IUCN and WWF, such as the one on tropical forest conservation; two, a central coordination was ensured from the headquarters of IUCN and WWF; and three, some of the leading botanists of the world agreed to become involved by joining a Plant Advisory Group, which has contributed much in intellectual and scientific guidance.
