An irrigation programme is a com­ plex process because i t requires the participation of several entities and i n s t i t u ­ tions at different points in the system. Often, individuals and institutions have different objectives and interests which conflict with the optimal allocation of water and other production resources to achieve the goals of an irrigation system such as maximizing national income, assuring an equitable distribution of income and guaranteeing food self-sufficiency.
