It was originally planned that this company (which became National Power) would take 70% of the CEGB's generating capacity. If this company was not to be so large as to totally dominate the market, it was argued that the other 30% had to be concentrated in only one other company (PowerGen) to provide effective competition to the bigger company. The non-nuclear power stations were shared out very carefully on the basis of the fuels used and the location, so that neither of the two generators had a significant advantage in its cost base.

Failure to keep the lights on was then probably the worst humiliation for an electricity supply company, and the credibility of the CEGB with the public and government was severely damaged. Largely as a result, for about the next 15 years, forecasts of demand erred significantly on the high side, with the industry consistently failing to respond to signals that the days of annual electricity demand growth of 7% were over. From 1961 to 1980, the CEGB's demand forecasts for five to six years forwards (its planning period) were far too high.
