Much of the analysis was based on a close collaboration between the authors and project teams in Brazil and the Philippines. Three more states, Minas Gerais (Loan 3639), Ceará (Loan 3789), and Bahia (Loan 4140), are now implementing MDPs with loan amounts ranging from US$100 million to US$150 million. More than 2,100 municipalities come under the purview of these five MDPs in Brazil. In the Philippines, a second MDP (Loan 3146) was approved in 1989 and was followed by a third MDP (Loan 3455, approved in 1992) to meet the strong demand for financing among the municipalities in that country. A fourth project, the Local Government Finance and Development Project (LOGOFIND), was approved in 1999, with a proposed loan amount of US$100 million.
