The electrons which oxygen and hydrogen share are in lower periods around the oxygen atom than they are around the hydrogen atom. The two remaining electron pairs in the outer shell of the oxygen 55 atom stick out from the oxygen atom like two electron clouds with a mildly negative charge. Conversely, there are two mildly positive charges around the two hydrogen atoms, which lack their electron. The mutual attraction between the positive and the negative charges in water molecules creates what are called hydrogen bonds.
