In effect, a holistic approach is applied in reference to asking “why” do officers use force, much like Friedrich did with the Reiss/Black data of the 1960s and much like Worden did with the Police Services Study of the 1970s. This is an opportunity to apply the same approach with data collected some 20 years later in the context of two different departments. Having made the argument that it is advantageous to look at possible explanations of force in such a broad and encompassing manner, it must also be recognized that this approach is somewhat generic and to some extent limiting.
