In the following account, the same problem arises for the observer. When a new headteacher told this story of the nature of evidence and consequent decision making, the participants in the workshop did not stop laughing for minutes on end. I spent the Easter holidays looking round my new school, I wanted to create a good impression with staff. A new start after years of atrophy. I though that there were two things that I could do before they returned after the Easter vacation. I would replace the dilapidated furniture in the staffroom and I would do something about the pigeons which were nesting in the cloakroom and defecating on the children’s’ clothes!

To know that boys or girls are better than each other at certain subjects at certain ages, does not usually help a teacher with a particular class. To know that the lack of leisure facilities predisposes a young population to more crime, does not account for estates where, despite deprivation, crime levels are no more than anywhere else. Or, equally, high crime figures in pockets of the suburban well-to-do. Nor does the knowledge that patients usually die after a certain stage in cancer is reached, account for extraordinary recoveries in individuals.

At one point I recorded (despite claims that I wouldn’t) senior staff in an organization, being racist. I also spent time among the worst offenders in football crowds, with my tape running unseen, picking up the prairie fire progress of new football chants. At other times, covert research does not seem so bad. For example, pretending to be a customer at a store, to try to elicit attitudes of staff, or seeking information at a tourist office or library to test the capacity of staff to provide useful information.
